I don't think it's due to Ace's first wish though, which'd be jumping into the conclusions. It's implied to be because of Tsumuri's prayer of which she's on the same breed as Mitsume.
And ofc, Chirami is one of the Riders actually fit for Michinaga's bleak view of them (and Chirami himself also has bleak view of humanity), but the bad thing is deeming everyone else on the same group as like that too due to bad experience - like when someone dates an unfaithful opposite sex, then later goes on a crusade against all opposite sex due to assuming all as similar to that unfaithful scum (e.g., a female being objectified and cheated and brutally retaliated against him, but also then deeming all males as perverted playboys). I still have to say though that his world seems the same from the perspective of those not knowing the DGP, just saying to prevent the thought that the DGP is the only problem thus anything happens to others is ok to make a dent to it.

treats their fans set me a high standards for these kinds. Yeah, she'd perhaps bounce back, but I hope this won't be used to diminish how horrible Beroba's actions are (or even depicting that as "misery builds character" kind); because good or bad deeds isn't determined by the outcome.

This was the part where the characters who are helping others are shown to be genuine, and not merely doing it for points like Michinaga accused or such (and even then within the DGP, it's actually important too because not all civilians get reset). In-universe, Chirami is baffled why they'd help others without a promise of the reward. Ace too questioned Keiwa and Neon doing that, but it being a lie from Ace means the lie part is him only doing that to further his agenda, with the truth being him genuinely protecting.

Before Heaven and Hell, what Neon did in this arc is pretty much the same as Keiwa's (and also like in for example, Schemes DGP), using the powers granted by the DGP to protect people and oppose DGP, also including helping setting up the festival hearing that it should start tomorrow (though it got canceled). Previously before this, Kousei never keeps her in the house, but giving her all the freedom, but he's still a problematic parent in a different way (and Kyuun got disgusted by him), opposite to Irumi, leaving the house isn't the only problem (like for previously, not being allowed to socialize is another).

Beroba did, she said it herself that she hoped that Ace visiting Mitsume would play out like what she hoped.
