I'd ofc refer to acquaintances or stranger level of people in someone's eyes, not specifically (far from general/basic) a cruel threat (with an addition that disabling their Rider form will have the Contract Monster devour them too). And regarding other arguments, yeah (not strictly talking about KR here), there are those who demonize those who normally is against killing, but resorting into killing when dealing with a villain (including for self-defense), painting them as murderers who aren't innocent (this phrase done to say they're bad only because they did something wrong in once/few occassions, and to paint them as deserving if they got miserable fate later) and no different from others (if done against a cast consisting of "terrible people"), and that is an unfair judgment.

And Agee can be in similar position to Kousei and Irumi (don't give benefit of the doubt to abusive parents). And I'm saying this unrelated to what those 2'd think about it, I'm not using in-universe people opinions regarding this (and Neon also sort of have something like this when Kanato infected her before), but Keiwa has said something wrong before, being upset against for example Morio, Girori, and Daichi's actions, some has said that he's not strictly forgive and forget type for this. And again there can be any other Riders being put in Neon's position, including Keiwa himself regarding DezaStar.

Maybe the story will paint Beroba as the better one (Beroba is hypercompetent)... though dunno if Chirami is incompetent as Glare2 (while some people think so). Chirami was beaten by Rider Beroba (who can beat Ziin as Glare2), but seems as if Beroba's supporter Rider is on a league of her own to fight 3 other supporters at once. Chirami was schooled by Geats MagnumBoost before his demise... but that doesn't seem to be Chirami's fault for controlling the Hypnorays.

At least Kokoro Aoshima's black belt karate capabilities has been utilized by the series.
