I guess I'm not seeing that, at least in this episode? Ikki isn't really making decisions for anyone here -- Genta and Karizaki Sr decide to do the surgery, and Ikki's arrival at the end to stop is more about how he can't possibly use a power-up that was obtained through his dad sacrificing himself. Ikki's the one who all this is being done for; he should get a vote!

So, yeah, I'm not entirely sure what you're getting at, but I'd love to hear more!

It's the weirdest part of this arc for me, that Akaishi's plan is just Mook Attacks, and nothing more than spreading terror. I'm not going to argue it's an ineffective strategy, but it's not a very exciting one for a superhero show. Definitely makes the fights a real Quantity Over Quality thing.
