Other than Shinji, Kouta, and Emu, seems that now Keiwa takes Aruto's traits too, of which what distinguishes him is the Ark-One part. Non-primary Riders are more susceptible to dark path even if they're as nice as most of them normally...
I've regularly said that it's not that Keiwa was weak to not achieve much since the Lamentation (JGP) arc, and actually it's addressed canonically.... of how Keiwa now feels powerless to fail to protect Sara, and acts on it to beg Tsumuri to give him the power that would make him unbeatable. Maybe I can feel less sour of this when it's addressed, and at least it'd be better than Zero-One of Aruto asking for
weaker
item after having Zero-Two. And I was worried that the shots may imply that Buffa is somewhat of a match to Tycoon Shogun, but I'm relieved that though it's prolonged, it's still one-sided on Shogun's part. Really bad timing for Michinaga to discard his Jamashin powers though... he should still keep it even when he's fighting the Jamatos. Should be when it's now shown that Keiwa isn't losing in the human fight against Michinaga albeit he's slightly sloppier. Though some people may ignore the equipment and think that Keiwa is stronger when he gives in to his darker impulses, rather than just a different item making the differences....
Character wise, seems that Keiwa's reason to make the world peaceful is to make sure that Sara can be safe on it. This actually makes the reason sound more selfish, but something that makes his actions all-encompassing but for certain one person. Which Kekera uses to claim he's a hypocrite. This is also present in many other characters in media, to work on improving the world for the sake of their loved ones only, of which it can make them occassionally disregard some people to achieve it, but Keiwa's someone who's also shown to be kind to anyone as well, but this aspect still affects him to feel that it's meaningless to protect others and improve the world if Sara's no longer in it, giving him some apathy in that time. Despite his condescending tone, Kekera still has some mentor aspects to point out that Kamen Riders don't give up...
Though actually still not later, when Keiwa still confronts Michinaga regarding his other casualties, showing that he still cares about other people. Though he has remorse on it before, regardless if the victims can't be turned back (or at least from what he knows), Michinaga's still what I expected that he'd think that he'd still view the casualties as expendable for the end goal, which means he still carries the end justifies the means view to view good in statistics. Now though, his first victim Sara haunts him. Like Gaim again, a purple Rider called Michi gets their victim hallucinating him, symbolizing his conscience that likely forms his redemption arc. Overall Sara talks about how Michinaga focuses on destroying, rather than protecting, which addresses his previous reason of joining Ace's DGP. And so this is what Beroba meant of goading Michinaga into fighting the Jamatos, to taste the misery coming from his conscience.
While the actual solution for Michinaga's argument of them can't be turned back isn't addressed yet, only Keiwa getting mad at him justifying Sara's death, at least Geats (for some reason using Magnum only) doesn't resort into killing the victims yet, and Neon would still think about saving Sara and the others while knowing they're incurable. So that debunks people's argument that any Riders in Michinaga position will also kill Sara, actually not. So now she learns about Sara's demise, from Ace, of which fills her with more self-loathing to also curse her powerlessness as a normal human that Sara and the others can't be saved. Well if you have only Beat, that'd not be enough either, as Keiwa shows. Though it's a good news for her that Ace calls her Na-Go cuz he's trying to remake her ID Core, with his DGP being made as typical world-saving Kamen Rider, at least enough to uplift her spirit.
And she also seeks power in asking Kousei to turn her into Kamen Rider again. Thought her confrontation with Kousei was to talk about the Jamato secrets, if it's known why he's arrested, but actually no. Kousei's downfall continues in him being disposed despite being the leader, but he still only cares about enhancing his corporation and using Neon as a tool, as usual. Yeah, being the leader doesn't mean that people respect or admire you, it's not only him who can use others, they also can as well. Neon here connects about the ability to love with happiness, as Kousei is miserable all the time after losing Akari and turning cold. Dunno if some people's guess would be also right that to get true love, Neon should love herself too, with her having self-loathing.
And it's hilarious that after Neon's speech, the scene cuts into a shop called "Loveless", a place to get Tsumuri's disguise. Though I like her usual outfit better, her hair beauty shines more in this one. Jit displays more characterization here, in contrast to Chirami, he's only concerned about getting the mission done, not caring about entertainment value, while always having a serious tense face. So Jit (with baton) also can have Ace on his ropes, albeit he gets more upper hand compared to Win, and later 1v2 them. A bit surprising when he can be more relaxed talking about Daichi's game, giving his thoughts on it. Beroba's now interested in joining forces with the DGP as it'd get the 2nd Goddess of Creation. More Orteca similarities, now Daichi's also starting a cult, likely phase 2 is only meant to transport them there. No one apparently realizes that the one making announcement about the Parasite Game is the Quiz King, like how no one's aware of Ace and Neon when they're saving people (unlike the fangirls on the shop).
