I'm not going to wade into any discussion about Ex-Aid villain redemption, but I will say that, yeah, it's nice that Olteca is still viewed as merely a means to an end for Team Revice, not anyone that's welcomed with open arms.

I think they just wanted to show off as many suits as possible in the movie? There's always a tendency in the movies to run through as many old suits as still exist, mostly as a thrill for fans. I think it's neat!
