I completely agree, both about the responsibility and the comparison with Kagami. The darkness hidden in the Keiwa has been hinted at multiple times, even in the crossover (btw, the amount of future hooks in this movie makes me rate it a little more, even though the movie itself is very average). Plus, if Kagami needed to change and develop, then Keiwa (as well as Michinaga) won when he acted according to his convictions. In fact, he continues to be the same idealist hero, only already on the path of revenge, which implies great cruelty. So I really hope it doesn't come down to, "Too much power drove him crazy."
