A while ago, SH Figuarts released a dragon ball super version of armored Broly from the Broly movie. He had three swappable heads for his different forms, and all of them could have the face plate removed. However, it did not come with any extra face plates to swap out. As far as I know, Tamashii never released any extra faceplates for that set. So I?m guessing sometimes Tamashii will just give themselves a backdoor option for future upgrades even if there are no plans.

Honestly those additional heads you get in some Dragon Ball releases are meant to be accessories that allow you to represent different forms of the character in that design. The same thing with the Great Saiyaman release with the multiple heads and the SSB Vegeta with the SSG head
