That subplot was already dealt with. I'd expect callbacks to it given their recent history, and the whole "Billy Returns" thing might (fingers-crossed) mean some kind of "Forever Blue" hint-hint, but I don't expect that they'll do anything big with it. The supposed 10 episode duration (which is suspect in and of itself) doesn't lend itself to anything too time-consuming like that.

On a more generic note, there is some additional information that hasn't been mentioned here: "Lastly, it is also revealed that Lord Zedd will establish a base in Eltar, which is the home planet of the Mighty Morphin Power Rangers mentor, Zordon. Bennett also teased that Power Rangers Ninja Steel's Mick (played by Kelson Henderson) will appear in said series."
