So let's talk about Marketing and Helmets, because there are always bigger reasons as to decisions and I feel like acknowledging them helps opens new avenues. And also it's fun to be cynical but also to have fun with said cynicism.

Simply put, Punkjack showing up? That would ruin the marketing they designed for the character. He went out in a bittersweet blaze, returned, you got a taste of his Rider Form briefly towards the end of an arc, but you want more. So watch this Punkjack Special where he gets a cool Buckle for one time only. You want more Punkjack? Well he'll be back in the movie with Lopo and Kellow!

Basically, they've kept Win the character around to have fun interactions, in order for you to long for him to transform. That way they grab your attention whenever he does show up in something and transforms. Especially given a production note makes mention of him "Punkjack 1000% never appearing again" and really...

Punkjack is probably going to show up in Outsiders. One he's a Takahashi character, two, 1000% is Gai lingo in the world of Toku, and three... the Punkjack Monster Helmet still exists.

Let's lead into helmets now.

So it was a bit weird at how the helmet system worked because you'd think they'd be super modular... and you'd be correct when it only came to Armed Buckles. It seems they have a way to push in new lenses for the helmets.

But when it comes to helmets with jaws, they make an entirely separate helmet. Pretty sure we have helmets like Buffa Magnum, Na-Go Zombie, Geats Ninja, etc just lying around collecting dust somewhere. It's why Lopo was still able to come back because while the Lopo Base helmet was redone for Butch and Lopo Ninja was redone for Groovy, Lopo Boost was still a form they could use. They weren't going to use Lopo Zombie because Buffa's in the movie. Like how they kept Kellow with only Armed Propeller of all things (because they weren't going to use Kellow Ninja since Tycoon has Ninja).

It's why Hakubi, Turbon, and Brali never got anything other than Armed Weapons, they never made a Mary helmet that used a bigger buckle.

Punkjack Monster never got repainted into Bear Rider (Or Dapan) Monster. It's why I don't think a Dapan Entry Suit still exists, because that was absolutely repainted to Punkjack. Likewise they were able to bring Dapan back easily because Punkjack never used Magnum so they never repainted that helmet.

On the opposite end, Punkjack Beat was a helmet that was likely never going to get use again so they repainted it for Dapan to give him a cool bonus for his return.

This is all to say, I really love the helmet system and I'm curious if they'll take advantage of all the spare helmets they have for the potential V-Cinema(s) that will come after the series ends.

So Punkjack Monster's helmet still exists, and tbh he's likely showing up in Outsiders anyway. This is also my thinly veiled way of saying "Hey you guys never repainted Kellow Ninja, right? Revive Ginpen and give me Ginpen Ninja, give me my Ninja Penguin!"

Anyway, that's all I have to ramble on the subject matter. Geats is a fascinating series to think about when it comes to some of the odder aspects.
