I really enjoyed how these two episodes used Kirihiko. He's sort of our POV character in the first Act for the Sonozaki side of things: the guy who can ask questions and learn things the audience needs to know, instead of a mountain of exposition from family members who'd have no reason to discuss this stuff. His presence lets the audience start to understand the genuine bond between Saeko and Wakana, instead of the constant antagonism we usually see. (I mean... it's sort of a genuine bond AND constant antagonism. Siblings, you know?)

Sure, but that's not really what's going on Episode 13. Wakana isn't looking down on Shotaro and praising Philip because of Philip's utility and Shotaro's lack thereof -- it's because Shotaro's being a weird pest, and Philip is actually trying to treat Wakana like a human being that needs help.
