My understanding was that Foundation X was the pet idea of W's producer and he created to be something that would unite all of the upcoming shows with a common background enemy like the Showa era's Great Leader. But then no one else wanted to deal with them and they just became this thing that only pops up when that one producer is in control of things. It's like the Kamen Rider version of "fetch."
