Regarding the 26th episode. I expected a denouement in it, but it turned out to be only a prologue. We learned a little about the history and hierarchy of Chemies. Kamen Rider Wind performed beautifully, but quickly left. Geryon won as befits a villain: with a sneaky stab in the back. We were also told that Fuuga was an alchemically created double. I assume that the person who died in the first episode was the same. This means that his words to his daughter are not consolation or meta-commentary, but the truth, because the real Fuuga is most likely still hiding somewhere.
As to why he didn't use his power earlier. Fuuga talked a lot about young people who should realize their dreams, which means he wanted to prepare them, not overshadow them. The show states quite confidently that it is what you create that is valuable (the example with the igniter earlier), so if the Wind did all the hard work, then the young riders would not get anywhere. Also, I'm not sure that Fuuga is capable of fighting for a long time and often. Age and forbidden alchemy have a bad effect on health (I’m sure in the future they will show how Geryon pays for his power).
