It intended inthat way. It seems to me that at some point the script of the movie changed, because I remember in the first teaser Beroba with yellow strands and a katana.
Neon definitely needs her special, because she is the only one left without a large buckle. And she didn't even use Beat Fantasy together.
I haven't watched the Niram special yet, but I missed the opportunity to call it: "Kamen Rider Gazer. Realization of Realism of Realistic Reality".
