So I kind of feel reassured that this episode addresses both of those points. Shirabe explains it, that Taiya is apparently waging their fight against the Hashiliens as a test drive for this BBG and his comrades are merely willing pawns to that end. It's a very Ishinomori twist, that Boonboomger wasn't created for heroism at all. Jou literally joined them to become a more effective hero, so of course he's super ticked off at Taiya for this revelation, while Chassirou can't offer any insight beyond, "we just have to trust Taiya". And this episode is written by Tomioka, so maybe I should give him the benefit of the doubt that he's actually going somewhere with this.
The theme of the show is meant to be like, taking independence of your life, ?taking the wheel?, like how in the first episode Pink decided to become a Boonboomger so she wasn?t being forced to do things or have to rely on other people. This theme ties in here because Red is going for his own dream without considering the other people on the team, or at least that?s how it seems. I?m going to bet that Red?s intergalactic racing dreams are also because he wanted to escape from his own dependence on something.
This is also probably why the ISA stuff is here, Boonboomger is going to be stuck under the thumb of government bureaucracy and have to escape from it, or the ISA lady is going to break from it.
Also I always kinda felt like Red was intended to be a little off, since none of the episodes so far have focused on him, and Pink has always been treated as our point of view character.

This is also a part of the theme of independence. The trio are the lowest rung of a massive organization, are under pressure from several layers of higher ups, and are constantly being beat up, insulted, and belittled by their direct superior. Itasha and Decotrade are shown to have plans that can work, even if they are airheads, and are actually capable of showing compassion to each other. They are in a very unhealthy situation, and the best thing for them to do would be to leave the mafia, maybe form their own gang.
Mad Rex, however, is loyally following orders from his boss, and is relying on the people he considers to be less than worthless to actually do things for him. Even if they ended up trapped in the cages, Itasha and Decotrade still trapped most of the team so that Mad Rex could fight Red on his own, and Yarucar got the Gyaughsoline that he needed to grow giant. Hell, Mad Rex blindly follows the orders of his dog. Speaking of, the trio are also themed around cats, and Mad Rex has a dog, and I think there?s definitely something there. I think these guys are genuinely really important to the themes of the show.
I?m willing to bet, considering we have a Pok?mon writer as showrunner, that their ending is going to be less? depressing than the fates of the Gaiark Ministers. We?ll have to see if they like, fully go good or if it?s a bit where they quit but are still bad guys.
