I think her origin story is thematically appropriate to show the danger of humans abusing science and that Biolon aren't the only ones guilty of this. But yeah, I agree that Mad Garbo is the best villain in the show, as she has the strongest rivalry with Jiban and an honorable side while still being clearly evil. It's cool how there are many intimidating female villains in this show.
