I really don't think it would have. PR struck at exactly the right time by following up on what TMNT built right when TMNT was starting to wane, TMNT was only possible because of the complete and utter deregulation of children's television throughout the 80s and all that it brought. Just like how, in turn, MMPR set up its own demise by setting the stage for the Anime Boom of the late 90s/early 00s.
