Well, to be fair, in Star Wars Order 66 is also only possible thanks to a retcon. After all, in the original trilogy, most of the top military officers of the Empire do not believe in the Jedi, which means that in the original idea the Order was either not associated with the government of the Republic at all, or was a much more secret organization than shown in the prequel trilogy.
