I don't think they're basing future seasons on previous seasons. There are superficial similarities, but those are just recurring tropes within the whole franchise. Of course, humans are really good at reinforcing what they already believe, so if someone starts with the assumption that there's a pattern they'll see even random coincidences as evidence.
Watch, I'll "prove" that the Reiwa riders are based on Sentai seasons after the handoff tradition started:
Zero-One & Dekaranger - both have a future setting where nonhumans live peacefully with humans, and the monsters are nonhumans that go rogue.
Saber & Magiranger - both have magical and elemental motifs with the main hero being fire, and both feature more loose fabric on the suits than normal (the Saber riders' coattails and the Magirangers' capes).
Revice & Boukenger - both make visual homages to past seasons and have multiple villain groups, at least one of which is a secret society using ancient powers.
Geats & Gekiranger - both use animal motifs for the heroes, and both take inspiration from sports, with the DGP being based on e-sports (and Geats' helmet resembling a bike helmet) and the Gekirangers' gear being aesthetically based on sporting equipment.
Gotchard & Go-Onger - both have the heroes getting their powers thanks to nonhuman partners and combine two motifs into one, with Steamhopper even being a combination of animal and vehicle exactly like the Engines.
Gavv & Shinkenger - both have family and character growth as important themes, and both have villains who slip into the human world through hidden passages to gather emotions (happiness for the Granutes and suffering for the Gedoshu), and who often but not always use aquatic motifs in their aesthetics.
Based on this "theory" (which again I just made up!), the season after Gavv will have similarities to Goseiger, perhaps with the rider having holy powers or the true villain using multiple groups as puppets.
