And while Bake is clearly based on a chocolate chip cookie, it also seems to evoke military camouflage, kinda like how Vram incorporated "tactical" aesthetics

I don't think either Bake or Bitter Gavv reuses old parts. The only reuse here is Bake actually straight-up reusing Bitter Gavv Breakookie form with a Valen-styled undersuit. It's just a case of parts looking similar to other parts since they share similar shapes. A friend of mine said that it looks like they're reusing the X Geats shoulder armor (which itself was a repaint of Vulcan Lone Wolf's), but they're just similarly shaped, Bitter Gavv's (and by extension, Bake's) shoulder armor doesn't have the straps or wire patterning those parts have.

I think they're just flat pieces so that they can use the same casts for Bitter Gavv's forms with some minor retooling and repainting. Comparing his forms to Shoma's which are all obviously different, Bitter Gavv's forms all share the same basic silhouette.
