Getting back to Gavv, yes, the local villains are average at best. Their main problem is passivity and lack of charisma. One gets the impression that they really don?t want to fight with the riders, and the family connection that was supposed to aggravate and diversify the conflict only forces them to stay away from Shouma. In fact, the villain you didn't mention is largely to blame for this: Suga. He took up a decent portion of the show during which none of the Stomatch siblings showed much of themselves. And then it was already too late. And if I can forgive the stupidity and contradictions of someone like Solomon or Glion for their vileness and madness, then the local villains in the end turned out to be lackluster, albeit with some interesting moments. Either way, this show clearly loves its heroes more.
