Because the villains have all been kinda lame. No single villain has had the presence and theatricality to be a true Rider villain.

Except for Glotta, who was woefully underutilized as a villainess.

Lango is too aloof, Nyelv was too shifty, Jeebh and Shita could have been great but they kinda turned out to be generic villains, Lizel was too unlikable while Bocca came too late.

It's hard to really glaze Glotta as a superior character when all she did for most of the series was stand in the background and hold a stick menacingly.
She had as little agency as Lango, didn't have any stakes in the conflict like Shitta and Jeep, and didn't plot in the shadows like Nyelv and Suga.
I like Glotta, but she's literally the least important villain of the series.
