I think Goggle V is underrated. I've heard some people claim it's boring, but I'd say it was a significant transitional show in turning the formula towards more character-focused stories. By modern standards, it is average, but not in a bad way at all. Bioman is basically the refined version of innovative concepts introduced by Goggle V.

Not sure about favorite Tokusatsu in general, but it's certainly my 4th favorite Showa Sentai and favorite Uehara Sentai.
