Well, there is Magic Kaito, which stars supporting character Kid from Detective Conan, if you're interested. And while Lupin the 3rd isn't all tuxedos and top hats, he's technically one as well. As for female phantom thieves, Saint Tail and Phantom Thief Jeanne come to mind.

Myself, I would love to see a Dekaranger sequel of another team of Dekarangers stationed on another planet consisting of a human narrator and four other alien beings by Trigger. And since this is Trigger, we show love to Power Rangers: SPD by making the Earthling narrator who dreamed of being Deka Red get assigned to the team as Deka Blue.
