For someone just starting out, Seihou should not be a priority, especially nowadays were the mainline figures are just as good.

Try some at your own leisure @kamen rider Q, but don?t expect a whole different level of an experience. The first years of Seihou releases were game changers but the difference is not as noticeable anymore.

Also, I agree on all your points regarding Zeztz, it?s a fantastic release.

From my understanding Shinkochou Seihou is mainly remakes of older Kamen Riders to bring them in line with more recent Kamen Rider SHFs in terms of aesthetics and engineering, so I'll probably cross paths with it at some point as I would any other modern Figuarts, though the fact that a lot of the figures in that line are Heisei Riders probably doesn't help those odds given I've already got the FRS Heisei Twenty and I am not looking to replace them all. I'll probably check them out if there's a series I want a secondary rider/alternate form from and want the primary to match.
