Yeah, I think this is just a classic Kamen Rider situation where one Rider's natural inclination to distrust the motivations of an enemy is overruled by their trust in the main Rider. Ryuusei's growth isn't in trusting Zodiarts, it's in trusting that Gentarou knows what he's doing.
