That's a really interesting point about Arakawa's intentional design of Yuusuke's character.I wasn't aware of that creative decision!
Yuusuke operates very differently from other riders IMO. He's almost deliberately understated, stepping back and letting the people around him breathe and grow. Ichijou, Sakurako, even the police force as a whole feel like genuine co-leads rather than support cast, and I think that's largely because Yuusuke doesn't try to own every scene.
I think what really sets him apart is that most Kamen Riders start as ordinary people thrust into an extraordinary role, but over time they grow into their Rider identity, it becomes part of who they are. With Yuusuke it almost feels like the opposite. Kuuga is just something he does. Yuusuke is who he is, and that never really changes. The suit doesn't define him, he defines the suit.
