The point is that Evolt has destroyed hundreds of worlds and wants variety in the process. That's why he doesn't control the entire process of division and war, because he wants the unexpected along the way. That's why he's so interested in Sento and his constant inventiveness. The thing is, Evolt is confident he'll succeed because he has no opponents of his level. For him, it's like playing with bots. So no, he doesn't control everything, but he's confident he can control it if necessary. Like a stuntman riding a bicycle without arms. Evolt's plan is written in broad strokes, so random events, even harmful ones, don't contradict him as long as he moves on to the next point. Plus, Evolt is a showman who plays to the crowd, and therefore his outward self-confidence is sometimes feigned in order to irritate his opponents.
