I think this is just to stop other companies like Artisan from getting their hands on any more Kamen Rider. I believe there's some plan for it later, like when Saban Brand gets big enough. Basically, they're trying to keep SuperHero Time together.

This is just speculation, of course. The working of copyrights and contracts can get weird afterall.
