The show is definitely getting more interesting towards the end which is a good thing, however I am still looking forward more to Zero-One starting.
I can only assume that this convergence has been happening for a very long time, with the Riders unaware that this was all going on. It makes perfect sense now, because 2009 was when Kamen Rider W came out, and it's the first time Toei started making hints that all the Riders (at least from the Neo-Heisei Era) occupied the same universe.
It would explain why major historical events within the different Rider worlds seem to have absolutely no effect on future series. Like how Japan seems to have totally recovered from the literal world-ending, global catastrophe of Helheim in only a matter of a few months by the time Drive +comes around, even though Gaim and Drive clearly seem to occupy the same world. I would bet, however, that certain series like Fourze and Zi-O itself take place entirely in the post-convergence world due to the references of past Riders from even the early Heisei Era and Showa.
I think perhaps there was a shift from "All Riders take place within the same world" to "Actually, it only appears that way due to the world's colliding" in the middle of the season, but I think it actually works in the show's favor since it'd be a slow, subtle process that our heroes are only just now finding out about.
