Makes sense considering Tanahashi is a self admitted fan of tokusatsu and especially Kamen Rider. Heck he was almost Kuuga.

What wrong with having a pro wrestler and Pac Man being as Villain of Kamen Rider Movie?

It's make sense to have Pac Man being Main Antagonist for this movie because Our Main Rider is VIDEO GAME-THEMED! Even though no one expect him being as Main Antagonist
