My vote is for Kamen Rider Chaser. The story was good, I enjoyed the character interactions a whole lot, and the movie was just a really fun ride overall. The fact that one of my favorite Riders in the entire franchise was the main character makes the move even better. Heck, I think I'd go as far as to say the Chaser movie is my favorite movie in the entire series.

I'm kind of torn here, so I didn't actually vote, but...
Accel was a really enjoyable action romp sort of deal that does my favorite thing in Rider movies, mixing the basic style of Kamen Rider with another genre, in this case resulting in a really quick moving, entertaining cop movie that happened to feature a Kamen Rider. I would've never thought to ask for an Accel movie, but once I got it anyway, I really liked it. Meanwhile, Chaser starred a character I really liked (I mean, Terui is cool too, but he's no Chase), felt like like a natural addition to Drive's story, and did a really enjoyable take on a stock plot. Also, and I'm not sure if this is a good thing or a bad thing, the mix of comedy and drama, combined with the more laid-back pacing gave the whole film a strangely avant-garde feel. Case in point:

I really liked the Duke one. It was cool to get the backgrounds of several villains fleshed out, seeing as Gaim tended to be lacking in strong characterization in general.

Loved Duke, liked Zangetsu, thought Barons was stock and Zach's was ridiculous. Kamen Rider 4 was batshit cray-cry !

Accel by a country mile. Eternal was pretty great too.
All the more recent ones have had considerable problems. The Gaim ones were mostly awful, and the Chaser movie suffered from tonal whiplash.

Yeah, Accel's was nice too. Fun seeing the newlywed life of "thatladywhowillbashyourheadwithaslipper" and detective "nomorequestions".

I'll go as far as to say Accel is the only Rider movie I actually enjoyed watching.
