Sometimes an animation studio could be asked to work on a non-animated show or movie, since outsourcing is a thing.

An animation studio works with whatever they're paid to work with.
Even at an original property point, it's all about what's being paid to be made.

The process after that, varies more per studio.

Ok so you mean an animation block for kids like a morning cartoon block like Fox Kids or an evening one like Jetix or Early Toonami. If so it is still possible to do one in the US as there is a new cartoon block for kids that I found in spring.
