Well, apparently it's the cast that has to get the ball rolling on that. And considering Ninja Red's actor, Teruaki Ogawa, loved the roll, that's why it happened.
Allegedly, Ogawa also played a big role in getting so many Sentai alum to return in Gokaiger, too.

Have the Ohranger cast really expressed much interest in reuniting for a special?
