Maybe they got the Quantum Ranger mixed up with Dino Thuner red? "Let's Morphin'" is a testament to how much Toei cares to fact check when it comes to Power Rangers.
Even more amusing is the fact that their Kamen Rider page gives a picture of Ichigo and Nigo instead of Riderman, completely skips Black, and considers Kiva's enemies "the Fungire".

There's also tons of spelling and grammar mistakes too, although I guess it's understandable if it's written by someone who doesn't know the language well.

Toei, sometimes I wonder about you. Skipping Black is a odd choice as his first series was very popular as I recall.

From what I can recall, they've always done that. I think they consider Black RX to be the "true" version of black or something.

Masked Rider was based on Black RX, not Black. And no one should skip Black, it's one of, if not the best Kamen Rider shows ever.
