any idea for why fourze has had the lowest ratings ever?

Part of it is the general decline in Super Hero Time's overall ratings. Also, having Go-Busters as a lead-in can't have helped. Mostly, though, from what I remember it was that the older fans were tuning out. Little kids really liked it, though.

Was Fourze really that bad? I know that it was at least moderately successful, can anyone give the details?
If it wasn't successful, it's probably because the tone of the show turned off some of the older Kamen Rider fans.

To be fair, the final twenty or so episodes of Fourze don't really help its reputation and make it hard to defend even if the first thirty or so episodes were fantastic.

Fourze is often seen as a "kiddy" and "campy" Kamen Rider series. The whole idea of "FRIENDSHIP IS POWER!" really turned off a lot of older viewers who wanted something as great as they got with Decade, W, and OOO. Kids ate up the campy stuff though, and it's reflected in Fourze having one of the better toy sale numbers than the other Riders before and after it. The show tried to switch gears and take a more serious direction in the last 15 episodes, and it lost the appeal to kids at that point while the older fans still never gave it a chance.
It is one of the most under-rated shows. I watched it, lost interest, picked it back up, and it blew me away. I recommend everyone stomach through the camp in the beginning because you will be VERY well rewarded at the end of the show.

Really? I found Fourze to be at it's best when it was more campy. The finale of Fourze was almost as soul crushingly disappointing as Decade's finale.
Fourze's problem was resolution. It had a plot from the very get go (Find Horoscopes), and it established the primary villains early on, but it just didn't know what to do with them, so we got 5 Horoscopes revealed at a decent pace, then 7 revealed in the final 4th of the series with 2 episode arcs for each of them. I'll agree that Fourze is an underrated series, but it had a much, much stronger intro than finale, in addition to reinvigorating many viewers' interest at the introduction of Meteor later on.
