I find a kids show often "tries" to be childish, over the top, babying, or purposefully simple in morality.
A show for all ages can be many of these things, but it'll probably not stay quite as simple. Gaim in the beginning was a perfect example of this. It was silly and fun, but it never once tried to dumb down on the seriousness. I've found Japan is pretty good for producing all ages kids shows, as opposed to painfully kiddy shows. Sentai is often for kids, while I think other franchises, Kamen Rider been the obvious example, aim for a wider breadth of viewership. P.S. For me the archetypal show for all ages was always The Simpsons. Just simple enough for kids to love with a whole bunch of adult jokes and references thrown in for good measure. |

Japan likes to make the distinction between a kids show and a family show, so there is definitely a difference. Family shows are supposed to be all encompassing, there's an obvious draw for the kids, but there's also something there, be it story or comedy, that adults would also appreciate.

well the producer of kamen rider taisen had this to say about rider:
“It doesn’t mean that the Heisei Riders have to defeat the Showa Riders to protect the kids, kids might not want to see a movie where their heroes lose to the older generation. That’s fine though. Because Kamen Rider isn’t for kids only and this is the proof. Whether Showa or Heisei wins, it doesn’t matter. Kamen Rider isn’t Showa or Heisei, it isn’t strictly for kids only or adults only. It’s for the people of this country” |

But then again, once any show gets over a generation old is pretty much has to become more family oriented to keep up with older fans and their offspring. If that weren't the case, would any of us still be watching? Well, we probably would regardless ![]() |

That's why Sentai tends to have simpler plots that don't go beyond one or two episodes. Kamen Rider is fun for all the family, while Sentai aims for the target demographic harder.

To be fair I think they're both marketed directly kids (or rather the parents with the money to buy the toys) but its like Matrix said, Super Sentai focuses much more tightly on kids than the further reaching Kamen Rider.
