Well I guess that sort of makes sense. However, what is the point of region locking it? It isn't like someone in the US is licensing it to release it subbed on America.

And why the hell did they not put these subs on their Blu-Rays for the show? If they were subbed, I would definitely buy the series because it was that good.

For the same reason video games (except the current gen) and DVDs that have no chance of getting an American release are still region locked: Because international copyright laws are WEIRD.

PS If anything needs a DVD release, it's the proper English dub of Kabuto the Philippines made. What little I've seen (the first 2 episodes) is quite good.
