Not necessarily, these P-Bandai releases are typically for characters/toys that either won't be in the show much or are something that Bandai feels won't sell all that well at mass retail (which I figure is more likely the case in this situation).

Maybe Lovekov are released as regular release toy just like other Kamen Rider plushie.
