No, I'm pretty sure is indeed for his crotch. The blog mentions that the pistons on his feet are "movable".

I see it now, it's a different crotch piece altogether, one is broken up in scult for articulation and one is solid posing.

Oh, that's great! Certainly eliminates the cracking issue on his crotch then.

I like that the new Ichigo figure is basically a Rider Kicks version of his Seihou.
