It is. The whole thing satirizes the accidentally racist casting of Thuy Trang and Walter Jones as the Yellow and Black Rangers and how, in universe, an ancient space wizard that sees all should know better, but apparently doesn't. In fact he's quite awful. But hey, Zordon sends teenagers on dangerous quests to distant places and yet can teleport people on a whim, so maybe Zordon was just an asshole.

And if Disney's run actually does all takes place in that alternate dimension, Tommy raises a lot of questions...

Now Gosei is here to take up the Zordon mantle of being an ancient asshole

Honestly I think Saban is just butthurt that Disney made more consistently better Power Rangers series than them.
