They're for the Pokemon Wii U game.

Pokémon Rumble U. There are chips in the bases. The Wii U Gamepad can read them and you can use them in the game. The figure Pokémon are generally stronger or have special abilities. I think. There's 18 different figures plus 2 exclusives and Pikachu, Eevee, and Genesect are also available as shinies.

This makes a total of 23 different figures. The best part is they're blind packed. They're in gashapon capsules AND black bagged on the inside. $3.99 each. Which is double the 200 yen they cost in Japan.
