Yeah, Toei isn't going to appeal to Japanese-Americans with only Toku and Anime. Foreign Language channels need diverse programming to captivate their audiance, like say, Telemundo.
Telemundo works as a Spanish channel because Spanish speakers can watch dramas, comedies, sports, children's programming and news in their native tongue, this plan from Toei, however, sounds like some ignorant white guy's idea of what Japanese-Americans want to watch.

Tekemundo works because those Soap Operas are so over-the-time they transcend language barriers
