He couldn't hold a candle to Kabuto or Kuuga.

I'm probably going to be the only one to defend Tsukasa in this one.

The guys does have access to the powers of the previous Heisei Riders and can summon their final forms, without some sort of time manipulation power (So Blade, Kabuto and arguably Faiz) most of the Riders would have a hard time against him.

Get rid of the ridebooker, and he's completely screwed though.

"But Complete's Final Attack Ride!"
Has a construct that completely mimics Decade, performs one attack, and instantly vanishes.

He can be handled by most Riders.

Don't forget his K-Touch too. If that's gone he's beyond screwed.

It's their finisher move not just any move.

And: clock-up, it has been proven time and time again that time manipulation is ovepowered.

I didn't say any, I said one, primarily because which finisher varies (I believe he performed Kabuto's Hyper Kick once and his Maximum Hyper Typhoon once).

And time manipulation isn't overpowered. Kabuto is
