Besides calling the character Doctor Who which is the ultimate crime in itself, that comic is boarding on against the rules territory so the post has been removed.

Her name is apparently Osgood and she is, it seems, a UNIT technical advisor (and Doctor fangirl) of some sort. It has been speculated that she may be a relation to Tom Osgood, from The Daemons.
