Toei doesn't make series on some kind of list. They just gauge what's successful and what's not and try to aim for the best.
Kyoryu is silly fun with dinos because they wanted a difference in tone from GoBusters and because kids love dinosaurs.

Retiring toys and characters keeps a brand fresh.
There's a reason why every Sentai team is overexposed. They shove the Kyoryugers in your face then ditch them before audiences get tired of them.

Except I wouldn't call DekaRanger dark in tone... There was hardly anything dark about that show.

Anyway, you know what, there better be a Polar Express mecha next year for Xmas time!!!!!!!
