That makes sense, they lose their powers at the end of the Legend War. Vrak appears to take them down when he assumes they are defeated but then Gosei gives them the power to have one last morph.

I beg to differ. I think we will get Ackdos Gill (Hope it's spelled right) after Vekar bites it in “All Hail Vekar”. Once Vekar dies, the Emperor shows up, and Vrak, since he and Vekar are brothers in Megaforce/Super Megaforce, is there to welcome his father and take his place by his side as Second-in-command, by then he'll get upgraded to his final “Brajira of the Messiah” form.

I just have this sinking suspicion that you're wrong - Vrak will take command of The Armada, we'll have more battles in the Megaforce suits (using Goseiger footage) while the Silver Ranger will either be absent or fighting solo against some monsters using Gokaiger footage.
