I don't know. However, it is a possibility (at least a one out of infinity). I guess he could run Yuusuke over with the SkullGarry before he could henshin.

Doesn't that mean it's just as likely he left the Skull memory in his other jacket and thus can't transform at all?

Okay seriously. Who the hell voted for Skull? Kuuga's a rider who could kick the earth in half. Skull just wears a hat and sings songs about no one being perfect. You know who else did that? Hannah Montana.
