Why Toei cast Kenji Matsuda who play Kamen Rider Zanki and Jiro to play angry monster

I feel he take a role for money because It's voice over role!

What's next? Kamen Rider Drive's Summer Movie's villain rider played by Voice Actor who never done non-voice acting performance?!
