I have to say, this really doesn't feel like a war if it only revolves around 11 people.

And when those 11 people (with a couple minor exceptions) have powers equivalent to a small army I think "war" might qualify.

Well to be fair, in the Civil War comics, Thor wasn't present at all. He was in hibernation and the Avengers believed he was missing or dead. They could introduce cyborg Thor/Ragnarok but I don't believe they would do that.

Yeah, but it should be called Civil Disagreement or Civil Tussle with only those few characters.

Except that a war is not defined by how many people participate in it.
