I think as long as they are fluent―or at least knowledgeable―in Japanese, a non-born Japanese actor/actress would be fine. :)

Maybe I’m looking too much into it as yuur second question is likely a joke, but why would George W. Bush appear? I suppose my initial reaction would be shock because his cameo would be unexpected.
